chrome extension. here are the requirements:

• i want to be able to detect when someone is watching a video (e.g., youtube, netflix, etc.)
• i want to be able to add comments while watching a video
• the comments should be associated w/ a specific video, based on available metadata (title, url, etc)
• the comments should be associated w/ a specific timestamp
• i should be able to view the comments by hovering over a small color coded label on the timestamp
• the format of the comments, and metadata should be structured and easily serialized for storage/persistence
• serverside storage/backend
